Westlake Village's County Line Isn't a Tax Story. It's a School District Story.

September 24, 2026

Ask anyone who has shopped for a home around Westlake Lake and they will mention the line before you ask. It is the first fact every local repeats: a county boundary runs diagonally through Westlake Village, splitting the lake and the golf course roughly in half, putting one side of the community in Los Angeles County and the other in Ventura County as part of Thousand Oaks. What gets repeated less accurately is what that line is actually worth to a buyer in dollars.

The popular version of the story is a property tax story. Somewhere along the way, "Ventura County side" became shorthand for a meaningfully lower tax bill, and some buyers narrow their search to one side of a street specifically because of it. Actual assessed-value tax data tells a different story. Tracked against real bills rather than published rate sheets, the median effective property tax rate on the Los Angeles County side of Westlake Village runs about 1.14 percent, against 1.15 percent on the Ventura County side. That is a rounding error, and it runs in the opposite direction from the savings claim most guides repeat. If you are choosing a side of the county line to protect your annual tax bill, the bills themselves do not back that reasoning up.

What the Line Actually Touches

The boundary is easy to describe and hard to picture, because it does not follow a road for most of its length. It cuts through the middle of Westlake Lake, through the Westlake Golf Course roughly halfway between Lakeview Canyon and Lindero Canyon roads, and even splits the golf course's driving range into a different city than the rest of the course. One stretch runs along La Venta Drive southwest from Watergate Road, which is about as close as the boundary gets to a walkable line.

A few names anchor either side of it:

  • North Ranch, the guard-gated community built around North Ranch Country Club, sits largely inside the Los Angeles County portion.
  • The Island, a lakefront cluster of roughly thirty estates reachable only by a private bridge, holds one of the tightest addresses in the Conejo Valley and does not straddle the line at all.
  • Lake Sherwood gets grouped with Westlake Village constantly, but it actually sits on the Thousand Oaks side of the boundary, in Ventura County.
  • Foxmoor and Whitehawk, two neighborhoods that carry the Westlake Village name, are technically part of Thousand Oaks, on the Ventura County side.
  • Costco Westlake Village, the Four Seasons Westlake Village, and the Las Virgenes Reservoir all fall solely inside the incorporated City of Westlake Village, on the Los Angeles County side.

Here is the part that catches buyers off guard: the ZIP code will not tell you which side you are on. Both 91361 and 91362 cover addresses on either side of the boundary. A listing that says "Westlake Village" with a 91361 ZIP could sit in either county. If the line matters to your decision, the ZIP code is not the tool that answers the question.

The Number That Actually Moves at Closing

The property tax gap may be a wash, but one tax difference between the two sides is real and worth knowing before a big purchase. As of a July 2024 local tally, sales tax in the Thousand Oaks and Ventura County portion of Westlake Village ran 7.25 percent, against 9.5 percent in the Los Angeles County based City of Westlake Village, a gap of 2.25 percentage points. On a $50,000 purchase, that difference works out to about $1,125. Sales tax rates shift only with voter-approved district measures, so this structural gap is unlikely to have closed, but a buyer weighing a large purchase should confirm the current rate before relying on it.

That is a real number, but it is a purchase-day cost tied to where you buy furniture, appliances, or a car, not a line item on your monthly mortgage statement. The boundary difference that actually follows a family every year after closing lives somewhere else entirely.

The Boundary That Follows You: School Assignment

Cross from the Los Angeles County side to the Ventura County side of Westlake Village and you generally cross from one school district into another. The Los Angeles County side feeds into Las Virgenes Unified School District, which serves Lindero Canyon Middle and Agoura High and also covers Agoura Hills and Calabasas. The Ventura County side feeds into Conejo Valley Unified School District, which serves Colina Middle and Westlake High.

Both districts carry strong reputations locally, so this is not a case of one side being the safe choice and the other a compromise. It is a case of a boundary that can separate one side of a street from the other, which means a "Westlake Village" address tells a family exactly nothing about which district their child will actually attend. The only reliable way to know is to confirm the exact parcel with the district's enrollment office before writing an offer, not after escrow opens.

Why the Citywide Median Can't Describe Either Side

This is where the county line story connects to a second thing buyers assume they can trust: the citywide median price. Check it across a handful of sources for roughly the same stretch of 2026 and the numbers do not agree with each other in a way a single blended figure should.

For July 2026, one national platform reported a median list price of $1.64 million for Westlake Village, down about 6 percent from a year earlier. Homes.com, measuring the same thirty-day window, put the median home price at $1,797,000. Line those two figures up and the spread between two sources measuring the identical month runs more than $150,000, depending entirely on which platform and which methodology you check.

That spread is not really a data quality problem. It is a symptom of what the county line already told you: Westlake Village is not one market wearing one median. It is two markets, split by a boundary that changes the school your child attends and the sales tax on your next major purchase, glued together under a single city name for the sake of a listing platform's dropdown menu. North Ranch on the Los Angeles County side, the lakefront Island estates, Foxmoor and Whitehawk on the Ventura County side, and the townhomes scattered through both are different products serving different priorities. Averaging them into one number smooths over the comparison a serious buyer actually needs to make.

What This Means If You're Comparing Neighborhoods

If you are narrowing your search to a specific side of Westlake Village, the citywide median is not the number to anchor on, and neither is the property tax rate. The two things worth verifying before you write an offer are the sales tax jurisdiction, which matters most if you are making other large purchases as part of your move, and the exact school district assignment for the parcel, which the district's enrollment office can confirm street by street. Both the Los Angeles County Assessor and Ventura County Assessor maintain public parcel lookup tools, and either is a more reliable starting point than a ZIP code or a listing description.

The county line running through Westlake Village is real, and it is worth understanding before you fall in love with a specific street. It just is not the line most guides describe. It is not primarily a property tax story. It is a school district and purchase-day sales tax story, and the only way to know exactly where you land on it is to check the parcel itself.

A Few Direct Questions

How do I find out which county a specific Westlake Village address falls in? Check the parcel directly with the Los Angeles County Assessor or Ventura County Assessor rather than relying on the ZIP code, since both 91361 and 91362 appear on either side of the boundary.

Does every Westlake Village listing note which school district it feeds into? Not reliably. Because the boundary can split one side of a street from the other, the safest step is confirming the exact address with the relevant district's enrollment office before writing an offer.
